Safeguarding Principles and Guidelines for Minors and Vulnerable Adults

I Introduction

The Safeguarding Principles and Guidelines for Minors and Vulnerable Adults of SERVUS AMORIS FOUNDATION INC. affirm the foundation's deep moral, pastoral, and legal responsibility to protect the dignity, rights, and safety of all persons, especially those who are most at risk. In line with Catholic Social Teaching and international safeguarding standards, this document outlines the principles, structures, and protocols to ensure a safe environment in all programs, missions, and services.

II Definitions

Minor
Any individual below 18 years of age.
Vulnerable Adult
A person 18 years or older who, due to physical, mental, emotional, or social conditions, is unable to protect themselves from harm or exploitation.
Safeguarding
Measures taken to protect the health, well-being, and human rights of individuals, especially children and vulnerable adults, to ensure they live free from abuse, harm, and neglect.

III Core Principles

  • 1 Human Dignity and Rights — Every child and vulnerable adult is a beloved child of God and must be treated with respect, love, and protection.
  • 2 Zero Tolerance of Abuse — Any form of abuse—physical, emotional, psychological, or sexual—is absolutely prohibited and will result in immediate action.
  • 3 Best Interest of the Vulnerable — All decisions involving minors or vulnerable adults must prioritize their safety, well-being, and development.
  • 4 Shared Responsibility — Everyone involved in SERVUS AMORIS has a role in safeguarding and must be vigilant and proactive.
  • 5 Accountability and Transparency — Processes for reporting, investigation, and response shall be clear, confidential, and impartial.
  • 6 Pastoral Sensitivity and Justice — All safeguarding actions shall be guided by compassion, restorative justice, and the healing mission of the Church.

IV Standards of Behavior

A Appropriate Behavior
  • Treat minors and vulnerable adults with respect and dignity at all times.
  • Maintain professional boundaries (physical, emotional, and digital).
  • Use language and gestures that are affirming, not manipulative or shaming.
  • Seek consent and explain activities clearly when working with participants.
B Prohibited Conduct
  • Physical punishment, rough handling, or forced affection.
  • Sexual contact, suggestive speech, or innuendo of any kind.
  • Private or unmonitored one-on-one encounters in closed or isolated settings.
  • Taking photos or videos without consent or proper authorization.
  • Online grooming or inappropriate communication through social media or messages.
C Digital Safeguarding
  • Use foundation-approved platforms for virtual interactions.
  • Do not share personal contact information with minors unless supervised.
  • Protect digital data of all beneficiaries with secure systems and ethical standards.

V Personnel and Volunteer Requirements

A Recruitment and Vetting
  • All staff, volunteers, and missionaries must undergo:
  • Application screening
  • Interviews
  • Reference checks
  • Submission of NBI or Police Clearance
  • Signing of the Code of Conduct and Safeguarding Agreement
B Training and Orientation
  • All foundation personnel must attend:
  • Basic Safeguarding Orientation
  • Annual refresher or continuing formation
  • Specialized training if working directly with minors or vulnerable groups

VI Reporting and Response Protocol

A Reporting Abuse
  • All suspicions or disclosures of abuse must be reported immediately to the Designated Safeguarding Officer (DSO) or the Executive Director.
  • Reports can be verbal or written, followed by a written Incident Report Form.
  • Anonymous reporting is permitted but should include sufficient detail.
B Response Process
  • Receive the report confidentially and respectfully.
  • Record the information clearly and accurately.
  • Report to the Safeguarding Committee and, if required, the authorities.
  • Respond by offering support, referral, and protection to the affected person.
C Referral to Civil and Church Authorities
  • Cases involving criminal offenses shall be immediately reported to proper law enforcement.
  • Cases involving Church personnel may also be referred to the diocesan safeguarding office or religious superior.

VII Safeguarding Structure

Designated Safeguarding Officer (DSO)
Appointed staff responsible for implementing and monitoring safeguarding policies.
Safeguarding Committee
A group of 3–5 trained members (including clergy/religious/lay professionals) who handle evaluations, crisis response, and policy improvement.
Board Oversight
The Board of Trustees receives annual safeguarding reports and oversees compliance.

VIII Preventive System and Safe Environments

  • All activities must have risk assessments and contingency planning.
  • Physical spaces must ensure visibility, accessibility, and emergency preparedness.
  • Events involving minors must require signed parental consent and adequate adult supervision.

IX Monitoring and Evaluation

  • Regular internal audits of safeguarding practices and policies.
  • Annual Safeguarding Report presented to the Board.
  • Feedback mechanisms for beneficiaries and their families.

X Implementation and Review

  • This policy is binding on all SERVUS AMORIS FOUNDATION personnel and partners.
  • It shall be reviewed every three years or upon significant legal or organizational developments.
  • Updates must be approved by the Executive Director and endorsed by the Board of Trustees.
